Recruitment Agency Contract.

East Suffolk Services Ltd (ESSL) is seeking a Recruitment Agency to provide temporary staff across a variety of services and levels. The agency will offer both strategic and operational support to ensure staffing needs are met proactively.

Contract Details:

  • Estimated Value: £1,000,000 including VAT (£883,300 excluding VAT)
  • Duration: 2 February 2026 – 1 February 2028, with an optional 1-year extension
  • Location: Suffolk (UKH14)
  • Submission Deadline: 4 December 2025, 12:00pm
  • Submission Portal: In-Tend

Supplier Requirements:
To be eligible, recruitment agencies must be able to:

  1. Supply temporary staff across multiple services and levels.
  2. Meet the operational and strategic staffing needs of ESSL.
  3. Operate within Suffolk and comply with public sector requirements.
  4. Deliver quality candidates with appropriate compliance checks (e.g., references, vetting, safeguarding).
  5. Submit tenders electronically through the In-Tend portal.
  6. Comply with contract terms, including payment terms and performance expectations.

Award Criteria:

  • Quality: 60% – covering service delivery, candidate quality, and compliance
  • Price: 40%
