The Procurement Jargon Buster: 10 Terms You’ll See When You Find Tenders.

The world of public procurement is notorious for its love of acronyms. For a business owner trying to find tenders for the first time, the terminology can feel like a foreign language. If you don’t know your ITT from your MEAT, you might miss out on a perfect contract simply due to a misunderstanding. Here is a plain-English guide to the essential terms you will encounter.
 
1. ITT (Invitation to Tender)
Once you find tenders that have passed the initial expression of interest stage, you will receive an ITT. This is the main document pack that outlines exactly what the buyer wants, the contract terms, and how you should submit your bid.
 
2. CPV Codes (Common Procurement Vocabulary)
These are eight-digit codes used to classify products and services. When you find tenders using automated alerts, these codes ensure you only see notices relevant to your industry, such as “Construction work” (45000000-7) or “IT services” (72000000-5).
 
3. MEAT (Most Economically Advantageous Tender)
In the UK, buyers don’t just pick the cheapest price. They use the MEAT evaluation criteria to find the best balance between price, quality, and technical merit.
 
4. PQQ / SQ (Pre-Qualification Questionnaire / Selection Questionnaire)
This is the “stage one” document used to vet your company’s suitability. You must pass this before your actual “tender” (the bid itself) is even opened.
 
5. Framework Agreement
A long-term “umbrella” agreement. If you find tenders for a framework, you are bidding for a spot on a pre-approved list of suppliers who can be “called off” for work over several years.
 
6. DPS (Dynamic Purchasing System)
Similar to a framework, but “open.” Unlike a standard framework that closes to new entrants once awarded, a DPS allows new businesses to join at any time during its lifespan.
 
7. Standstill Period (Alcatel)
This is the mandatory 10-day pause between the “intent to award” a contract and the actual signing. It allows unsuccessful bidders to review the decision.
 
8. Social Value
A requirement for bidders to show how they will benefit the local community. When you find tenders in the UK, you must often prove how you will create local jobs or reduce carbon emissions.
 
9. Variant Bid
An alternative proposal. If the buyer allows it, you can submit a “variant” that offers a more innovative or cost-effective solution than what was originally asked for in the specification.
 
10. PIN (Prior Information Notice)
Think of this as a “save the date.” Buyers use PINs to alert the market that they intend to find tenders for a specific project in the near future.
