Beyond the Search: How to Pass the Selection Stage Once You Find Tenders.

It is a common frustration: you finally find tenders that perfectly match your services, only to be confronted by a 50-page Selection Questionnaire (SQ). In the UK, the SQ is the “gatekeeper” of public procurement. If you fail this stage, the buyer will never even see your pricing or your brilliant project plan. Here is how to ensure your business passes the test every time.
 
1. What is the Standard Selection Questionnaire (SQ)?
The SQ is a self-declaration used by all UK public bodies to vet suppliers. When you find tenders on portals like Contracts Finder, the SQ is usually the first document you must complete. It covers:
  • Part 1 & 2: Basic organisation details and self-declaration regarding criminal offences or tax evasion.
  • Part 3: Selection criteria, including financial standing and technical professional capability.

 

2. Proving Your Financial Standing
To find tenders and actually win them, your “back office” must be in order. Buyers typically look for:
  • Financial Ratios: They may check your liquidity and profitability.
  • Insurance Levels: Most contracts require Employer’s Liability (£5m–£10m) and Professional Indemnity insurance. Ensure your certificates are up to date before you start your search.
  • Minimum Turnover: Some high-value contracts require your annual turnover to be at least twice the contract’s annual value.

 

3. Technical Capability and “Relevant Experience”
The SQ usually asks for three case studies from the last three years. To find tenders you can realistically win, you must have evidence of:
  • Contracts of a similar scale and complexity.
  • Strong references from previous clients (public or private sector).
  • Evidence of your Quality Management Systems, such as ISO 9001.

 

4. The “Pass/Fail” Health and Safety Check
Many SMEs find tenders but fail at the first hurdle because of compliance. If you have five or more employees, you must have a written Health and Safety policy. Accreditation schemes like CHASSafeContractor, or Constructionline act as a “shortcut,” proving your compliance instantly to the buyer.
 
 
5. Modern Slavery and Carbon Reduction
Under the new UK Procurement Policy Notes (PPN 06/21), if you find tenders valued over £5 million per annum, you must provide a Carbon Reduction Plan. Even for smaller contracts, showing you have a plan to reach “Net Zero” can give you the edge over competitors.
