Financial Services Compensation Scheme Limited (FSCS) is seeking a Master Vendor to deliver contingent workforce recruitment and management services across the United Kingdom. The appointed provider will supply and manage independent contractors, freelancers, consultants, temporary agency workers and umbrella workers under a hybrid recruitment model. The contract is valued at approximately £25,100,000 including VAT and will run from 30 October 2026 to 29 October 2028, with the option to extend to 29 October 2030.

Scope of Works
Provision of a full master vendor service for contingent workforce hiring and management
Sourcing, attraction, screening and selection of contingent workers
Offer management and contract administration
Compliance management including vetting, AWR, IR35 and employment legislation
Onboarding, payroll coordination, performance monitoring and offboarding
Re-engagement processes, workforce analytics and reporting
Account management and service transition from the existing model

Established master vendor with experience managing large contingent workforces
Strong knowledge of UK employment legislation, IR35 and agency worker regulations
Proven ability to deliver end-to-end contingent recruitment and workforce management
Robust systems for compliance, data reporting and performance monitoring
