The Bid Library Checklist: Everything You Need Before You Find Tenders.

One of the biggest reasons businesses fail to win contracts isn’t a lack of talent—it’s a lack of preparation. When you find tenders with a tight 14-day deadline, you don’t have time to chase your accountant for 2024 records or hunt down a lost insurance certificate. To be “tender-ready,” you must maintain a Bid Library: a centralised digital folder of every document a buyer might request.
 
1. Essential Company Information
The Standard Selection Questionnaire (SQ) will always ask for the basics. Keep a simple text file with:
 
Company Details: Registered name, address, Companies House number, and VAT registration.
  • Connected Persons: Names and dates of birth for “Persons with Significant Control” (PSC).
  • Organisation Chart: A clear PDF showing your management structure and key personnel.
     
2. Financial Evidence (The “Pass/Fail” Documents)
To find tenders and successfully pre-qualify, you must prove your financial stability. Store the following:
  • Audited Accounts: Your full accounts for the last two to three financial years.
  • Insurance Certificates: Evidence of Employer’s Liability (typically £10m), Public Liability (£5m), and Professional Indemnity (£2m+).
  • Bank Letter: A recent statement or letter confirming your current credit facilities.

 

3. The Evidence Library (Technical & Professional Ability)
This is where you prove you can do the job. You should have:

  • Three Robust Case Studies: Detailed accounts of similar projects from the last three to five years, including the client’s contact details for referencing.
  • Staff CVs: Tailored profiles for your senior team, highlighting their professional qualifications and relevant experience.
  • Accreditation Certificates: Digital copies of ISO 9001 (Quality), ISO 14001 (Environmental), and Cyber Essentials.
 
4. Policy and Compliance Folder
Under the Procurement Act 2023, your compliance is more visible than ever. Ensure these are signed and dated within the last 12 months:
 
  • Health and Safety Policy: Mandatory if you have five or more employees.
  • Environmental & Carbon Reduction Plan (CRP): Required for major government contracts over £5m, but increasingly requested for smaller bids.
  • Modern Slavery Statement: Detailing how you ensure ethical labour in your supply chain.
 
5. The “Standard Answer” Repository
Don’t reinvent the wheel. Keep a document of “Benchmark Answers” for common questions regarding:
  • Data Security: How you handle sensitive client information.
  • Business Continuity: Your plan for maintaining service during a crisis.
  • Social Value: Your specific commitments to local job creation or community support.
 

A well-stocked Bid Library can reduce the time it takes to submit a response by over 50%. By preparing these documents before you find tenders, you shift your focus from frantic admin to crafting a high-quality, winning proposal.
