Enterprise Cheshire and Warrington (ECW) is looking for a consultant or small team of consultants to help plan how the North West can meet the growing demand for clean energy skills and jobs. The work will support the region’s transition to cleaner, greener energy and ensure local people benefit from new opportunities.
The ideal supplier will have experience in workforce planning, recruitment, or skills development—especially in energy, engineering, or technical sectors. They should be confident engaging with senior stakeholders, local authorities, training providers, and industry leaders to create a clear and realistic action plan.
This project will help coordinate efforts across the region to fill the clean energy skills gap. Research shows that by 2028/9, around 39,000 workers will be needed in clean energy jobs across the North West and North Wales. At least 16,000 of these will be new roles, while another 23,000 workers will need upskilling to take on clean energy tasks.
The appointed consultant will:
Lead coordination and communication between key partners.
Develop a practical plan to grow the clean energy workforce.
Identify potential funding sources and partnership opportunities.
Recommend actions that attract new investment into training and skills programmes.
The ideal supplier will understand the challenges and opportunities within sectors like offshore and onshore wind, solar, hydrogen, nuclear, and energy efficiency. They should be organised, proactive, and able to deliver a clear, evidence-based plan within the six-month project timeframe.
