How Small Businesses Can Find Tenders and Outperform Major Competitors.

For many SMEs, the public sector can feel like a “closed shop”. You might assume that only multinational corporations have the resources to find tenders and win them. However, UK government policy is actively shifting to ensure that at least £1 in every £3 is spent with small businesses. The opportunities are there; you simply need to know how to find and fight for them.
 
1. Focus on “SME-Friendly” Contracts
When you find tenders on portals like Contracts Finder, look specifically for opportunities that are “lotted”.
  • What are Lots? Large contracts are often broken down into smaller “lots” (e.g., a national maintenance contract split by county). This allows a local firm to bid for just their region, making the project much more manageable.
  • Lower Thresholds: Search for contracts below the £139,688 threshold. These often have simplified bidding processes with less arduous financial “pass/fail” criteria.

 

2. The Power of Localism
Public bodies are increasingly prioritising “Social Value” and local economic growth. When you find tenders from your local borough council or housing association, your proximity is a competitive advantage. You can offer:
  • Lower carbon footprints (less travel).
  • Quick response times for emergencies.
  • Knowledge of the local community and supply chain.

 

3. Utilise the “Find a Tender” Search Filters
The official Find a Tender service allows you to filter specifically for “SME-suitable” opportunities. By ticking this box, you filter out the massive infrastructure projects that require multi-million-pound turnovers, allowing you to focus your energy on bids where you have a genuine chance of success.
 
 
4. Partnering Up: Consortia and Sub-contracting
If a contract is too large for you to handle alone, don’t ignore it. You can still benefit if you:
  • Form a Consortium: Partner with another SME to bid jointly.
  • Find Tenders as a Sub-contractor: Look at Contract Award Notices to see which large firms won major frameworks. Reach out to them; they are often legally required to include SMEs in their supply chain.

 

5. Avoid the “Race to the Bottom”
Small businesses often think they have to be the cheapest to win. This is a myth. Most public sector organisations use MEAT (Most Economically Advantageous Tender) evaluation. This means they value quality, reliability, and specialist expertise over the lowest price.
