Tender Opportunity for Legal Services (Solicitors).

Southern Housing on behalf of the Housing Associations’ Legal Alliance (HALA), is establishing a major framework agreement for legal advisers to support a wide range of housing association members. The framework covers seven specialist lots, including corporate governance, housing management, development, and construction litigation, to provide expert legal input for various project statuses across the social housing sector. Services will be delivered across multiple regions, including the North West of England, with an estimated total framework value of £96,000,000. The contract is scheduled to run for an initial three years starting in September 2026, with an option to extend for a further year.

  • Contract duration: 4 years (3 years plus a 1-year extension option)
 
Scope of Works
  • Provision of legal advisory services across seven dedicated lots: Corporate, Governance & Finance; Housing & Asset Management; Development; Commercial Property; Residential Property; Employment; and Construction Litigation.
  • Support for asset management activities, including disrepair claims, gas servicing access injunctions, and dilapidations.
  • Handling of housing litigation matters such as anti-social behaviour proceedings, possession claims, tenancy fraud, and service charge disputes.
  • Advice on corporate governance, including constitutional reviews, data protection, procurement law, and joint venture structures.
  • Support for finance and banking requirements, including capital markets issuance, grant applications, and security work.
  • Guidance on complex regulatory environments, including the Building Safety Act, CQC advice, and judicial reviews.
