Tender Opportunity for Property Development Company.

Mid Sussex District Council is seeking a development partner to deliver the comprehensive redevelopment of the Clair Hall site in Perrymount Road, Haywards Heath. The scheme will include the delivery and funding of a new cultural facility alongside a residential-led mixed-use development across the remainder of the site. The appointed partner will be responsible for design, planning, demolition (if required), construction and overall development delivery. The estimated gross development value, including construction of the cultural facility, is approximately £55 million excluding VAT (£66 million including VAT). The anticipated contract period runs from 1 December 2026 to 2 December 2031 (five years).

Scope of Works

  • Act as development partner for the full redevelopment of the Clair Hall site

  • Deliver and fund a new cultural facility of designated size within the site

  • Design and construct a residential-led mixed-use development on the remainder of the site

  • Provide demolition, site preparation and associated engineering works as required

  • Undertake urban planning, masterplanning and development services

  • Work collaboratively with the Council and appointed cultural operator to ensure integrated delivery

  • Manage a complex town centre site with long-term programme and stakeholder engagement considerations

  • Experienced property developer with a strong track record in mixed-use and residential-led regeneration schemes

  • Demonstrable experience delivering cultural, leisure or community facilities as part of wider developments

  • Proven capability in funding, structuring and delivering multi-million-pound development projects

  • Strong in-house or partnered expertise in planning, urban design and construction delivery

  • Collaborative approach to working with local authorities and third-party operators

  • Ability to manage programme, risk and stakeholder engagement across a multi-year regeneration project
