Tender Opportunity for SME Supported Employment Service Providers.

Barnsley Metropolitan Borough Council is seeking SME providers to deliver the “Connect to Work” programme, an Individual Placement and Support (IPS) service for out-of-work residents facing significant barriers to employment. This contract is divided into three specialist lots targeting offenders, people at risk of homelessness, and other disadvantaged groups including veterans, refugees, and survivors of domestic abuse. The contract has an estimated total value of £681,000 (excluding VAT) and is scheduled to run from April 2026 until March 2027, with potential extensions available until March 2029.

Scope of Works
The provider will deliver intensive, tailored employment support across three distinct lots:
  • Lot 1: Support for offenders serving community sentences or ex-offenders.
  • Lot 2: Support for individuals currently homeless or at risk of becoming homeless.
  • Lot 3: Support for various disadvantaged groups, including carers, HM Armed Forces veterans/reserves, refugees, victims of domestic abuse or modern slavery, and young people at risk of involvement in serious violence.
  • Delivery of the Individual Placement and Support (IPS) model to transition residents into sustainable work.
 
Ideal Supplier
  • Demonstrable experience in delivering Individual Placement and Support (IPS) or similar supported employment models.
  • Technical expertise in assisting individuals with complex needs and significant barriers to the labour market.
  • A compassionate and highly organised approach to service delivery for vulnerable groups, including refugees, veterans, and those within the criminal justice system.
  • Capability to mobilise services quickly to meet the project start date in Barnsley.
